MOBILE FOOD FACILITY PERMIT (Food Truck / Trailer)

Shoppers love a food truck! With Walmart next door and nearly 1,000 vehicles passing by on Greensburg Pike daily, Rossi’s Open-Air Flea Market offers huge visibility (and smell-ability) to hungry shoppers.

To-Do Checklist:

1. Food Booth Selection & Rental

• Cost: Price based on booth selection

2. Sales & Use Tax License Application

• Cost: Free
• Connect and apply for application
• Details: Proof of application is required to proceed with permitting.

3. Food Truck Permit Application

• Cost: Currently under $100. Dependent on vehicle type.
• Connect: Mobile Food Facility Permit Application
• Details — You will need:
  • Tentative menu of food types to be prepared, sold and/or stored
  • Manufacturer and model #s of all equipment to be used
  • Labeled floor plan
  • Copy of license plate and registration for mobile facility

4. Mobile Food Facility Commissary Application

• Connect: Allegheny County’s Commissary/Mobile Food Facility Application

• Details: Unless the vehicle is fully self-contained, you will need a separate permit for a commissary kitchen.

All food permits must be obtained through the Allegheny County Health Department. No exception for permits from other agencies.

All required permits must be current and in full view of shoppers before any sales may occur and throughout your operations. No exceptions.

• Outdoor and non-food court food vendors must provide a hand washing stating and an overhead cover/protection.
• All time/temperature sensitive food items (such as, but not limited to, meats, cheeses, dairy) must be prepared on-site or at another permitted facility.
• Each vendor is required to provide a lined garbage receptacle. Cleaning and sanitization of your vendor space and trash removal is the responsibility of the permitted food vendor.
• Full compliance with Allegheny County Health Department and Rossi’s Flea Market Code of Conduct are required and enforced. Support is available.

SHARED KITCHEN • SEASONAL PERMIT

Great for ‘testing the market’ and for those looking to sell for a season or short event. This permit is relatively easy to apply for and cost-friendly.

In addition to your personal customer-facing food booth, shared facilities at Rossi’s are available to current vendors of the food court and include separated refrigerator space, running water, and hand washing stations. Food vendors may request special promotions from the official Rossi’s Flea Market marketing team.

• Details: To avoid a 25% late fee from ACHD, please apply at least 14 days prior to your first day of operation. Seasonal permits are valid for no more than 6 months before reapplication and approval are required.
